The Attack and Its Perpetrators

On June 15, 2021, a car bomb exploded near the 30th Army Brigade Base in Cucuta, Colombia, close to the Venezuelan border. The attack, carried out by two Colombian nationals, targeted American soldiers and resulted in injuries to three U.S. Army personnel and 44 Colombian military members. The perpetrators, Andres Fernando Medina Rodriguez and Ciro Alfonso Gutierrez Ballesteros, were affiliated with the 33rd Front, an extremist faction of Las Fuerzas Armadas Revolucionarias (FARC).

Medina Rodriguez, a former Colombian army officer, exploited his military background to conduct surveillance of the base. On the day of the attack, he drove a white SUV laden with explosives to the target location. After detonating the bomb, Medina Rodriguez fled the scene on a motorcycle driven by Gutierrez Ballesteros. The vehicle had been converted into an improvised explosive device by the 33rd Front about ten days prior to the bombing.

Investigation and Extradition

Colombian authorities swiftly apprehended the conspirators two days after the bombing. Following their arrest, both men were extradited to the United States in 2023 to face charges. The extradition process involved collaboration between the U.S. Department of Justice’s Office of International Affairs, the Narcotic and Dangerous Drug Section’s Office of the Judicial Attache at the U.S. Embassy in Bogota, and Colombian authorities.

“Our most urgent mission and highest priority is to hold those accountable who target Americans, to include the brave men and women who serve as members of our uniformed services domestically and around the world,” said Markenzy Lapointe, the U.S. Attorney for the Southern District of Florida.

“As seen by the prison sentences imposed upon defendants Medina Rodriguez and Gutierrez Ballesteros today, individuals who threaten the safety and security of the United States and our fellow Americans will face the full force of our nation’s criminal justice system,” Lapointe said.
