Russia’s top security official, Sergei Shoigu, a close Putin ally and former defense minister, has outlined alarming changes to Russia’s nuclear weapons policy that significantly lower the threshold for their use. According to Shoigu, Russia’s updated nuclear doctrine now explicitly reserves the right to deploy nuclear weapons in response to conventional attacks against either Russia or its ally Belarus, a dangerous expansion of circumstances that could trigger nuclear conflict.

According to Shoigu, “In November 2024, revisions were introduced to the Basic Principles of State Policy of the Russian Federation on Nuclear Deterrence, according to which Russia reserves the right to use nuclear arms in the event of aggression against it or the Republic of Belarus, including with the use of conventional weapons.”

The comments come amid escalating rhetoric from Moscow following discussions among Western allies about potentially sending peacekeeping forces to Ukraine.
